This is a baby carrier. The backing is made of a piece of wood bent to form an oval with thin cross bars. The edges are wrapped in cloth and have further cloth loops and long canvas straps attached. A wicker circle is tied on with red and white cloth where head would rest. There are small metal bells tied to the top.
